Dirk Rabelink, ULC Energy

Dirk is founder and CEO of ULC-Energy, a nuclear development company and consultancy based in the Netherlands.

ULC-Energy’s mission is to develop nuclear energy projects and deploy small modular reactor technology in the Netherlands. It has selected the Rolls-Royce SMR as the preferred solution and has established a framework of strategic cooperation agreements with Rolls-Royce SMR, BAM Infra Nederland and Siemens Energy.

Nuclear energy can deliver clean electricity and heat, 24/7 without CO2, NOX or particulate emissions. Combining established nuclear technology with high temperature electrolysis is the most cost-effective way to produce and deliver baseload hydrogen on site. ULC-Energy coordinated a study based on Rolls-Royce SMR and Topsoe SOEC technology to demonstrate the setup and relative economics.

Dirk holds a Master’s degree in Metallurgical Engineering from the Technical University of Delft and was trained as an investment banker in London before joining BHP in various commercial and strategic roles. He has over 25 years’ experience in energy and energy intensive industries and has worked and lived extensively in Europe, Asia and the US.

Mr. Rabelink will join the Session I: Unlocking the Business Potential of SMRs on 15 January 2026, discussing the topic Developing a Competitive SMR Supply Chain.
